I've heard this argument many times. It is flawed. Since there are taxes behind fiat It is cohersive. I cannot possibly see any argument supporting the one he makes in this case. Some people are forced to pay taxes and do whatever government demands to obtain the money so others can be creative and do whatever they please or see fit? How can this be morally justified? Or it doesn't need to be?
